Abstract: [Purposes] In response to the urgent needs for strategic implementation and modernization of governance in state-owned enterprises (SOEs)under the new era of high-quality development,this study focuses on the third-tier leaders of State Grid Corporation of China,aiming to construct a leadership evaluation system for them.[Methods] Adopting approaches such as behavioral event interviews and grounded theory modeling,this study collcted first-hand data to identify key leadership behaviors. Through open coding,axial coding,and selective coding,competency dimensions and behavioral characteristics were progressively refined,ultimately forming an evaluation framework that integrates theory and practice.[Findings] Five core competency dimensions constituting the leadership structure for the third-tier leaders of State Grid were identified: political execution capability,strategic control capability, organizational coordination capability,compliance and integrity capability,and business decision
making capability.[Conclusions] This study systematically constructs a competency model for third-tier leaders,addressing the previous research gap in modeling middle-level leadership within SOEs.The proposed evaluation framework can provide a scientific basis for cadre selection,competency assessment, and leadership development in SOEs.
