The Practice and Exploration of Henan Province's Deep Integration into"Belt and Road" International Scientific and Technological Coop eration

Abstract:[Purposes] To improve the level and quality of international scientific and technological cooperation in Henan Province, it is necessary to explore the paths and countermeasures for Henan to deeply integrate into the "Belt and Road" international scientific and technological cooperation,thereby enhancing the role of science and technology in promoting industrial,economic,and social development.[Methodsl By summarizing the characteristics of Henan's integration into the "Belt and Road" international scientific and technological cooperation,this paper analyzes the problems it faces in this process.[Findingsl Currently,Henan Province faces the following issues in "Belt and Road" international scientific and technological cooperation: insuficient funding for international cooperation; low quality of cooperation; lack of autonomy;an imperfect management system; and inadequate efforts in attracting and cultivating overseas scientific talents.[Conclusions] Henan Province needs to continue increasing funding for "Belt and Road" international scientific and technological cooperation,expand the fields,depth,and level of cooperation,improve the quality and autonomy of cooperation,refine the management system, and attract and cultivate high-level innovative talents.This will promote high-quality economic developmentthrough high-level international scientific and technological cooperation,contributing to the modernization of Henan.
