Abstract：[Purposes]To thoroughly implement the Central Committee of the Communist Partyof China's deployment on counterpart support for Xinjiang，and to strengthen the fundamental supporting and strategic leading role of scientific and technological innovation in Xinjiang's high-quality economic and social development.[Methods] With the main goal of enhancing industrial innovation capabilityand empowering industrial development，this paper analyzes the innovation status，challenges，shortcomings，and new circumstances facing Hami's eight industrial clusters and characteristic advantage areas.It then proposes key tasks and pathway recommendations for scientific and technological innovation to lead industrial innovationin Hami during the "15th Five-Year Plan" period.[Findings] WhileHami City has achieved a series of accomplishments inscientific and technological innovation，it still faces issues such as insufficient R&D investment，inadequate cultivation and innovation efforts for technology-based en terprises，a scarcity of high-level innovation platforms，and an imperfect innovation ecosystem.Conclusions]The study proposes pathway recommendations including constructing an industrial technology innovation system，strengthening the cultivation of innovation entities，enhancing independent innovation capability，improving open innovation levels，and deepening institutional reforms.These suggestions provide scientific reference and practical guidance for Hami to coordinate industrial innovation and highquality development in the new era.
