Abstract：The19thNationalCongressoftheCommunistPartyofChinaproposedtoimplementtheruralrevitalization strategy，andthe2OthNationalCongressoftheCommunistPartyofChinafurtherproposedtocomprehensivelypromoterural revitalization.Withthesupportofruralrevitalizationstrategiesandpolicies，youngpeole，especially"migrating"youngpeople， arerepresentativesofnewforcesinruraldevelopment."Migratory"youthrelyontheirownknowledge，skilsandsocial experiencetopromotethedevelopmentofruralundertakings.Thispapermainlyanalyzeswhatis"migratory"youth，the characteristicsof"migratory"youth，thepromotionofthedevelopmentof"migratoryyouthbyruralrevitalizationpolicies，andthe emergenceofthephenomenonof"migratory"youthandthefurtherimplementationofruralrevitalizationpolicies.Itbriefly analyzesthecurrntsituationof"migratory"youthandexplainsthatthewaveof"migratory"youthreturninghomeisnota temporary phenomenon，but a process that requires continuous attention and in-depth research.
