Abstract：Relyingontheresourcesof"China'sNo.1HometoPaintings"，HuyiDistrictfacesbotlenecksintalentshortage andindusrialupgradingduringruralrevitalizationShanxiInstituteofNationalDefenseIndustrialTechnologyhasestablisheda "talentcultivatiochicalserviclturaliovation"odeltroughshl-localityoperatioplemetingprjectsuchs peasantpaintingtalenttrainingandartteachingsupport，andbuildingdigitalplatformstopromoteindustrialintegration.The studyshowsthatthismodelhasstrengthenedthelocaltalentpol，improvedtheeficiencyofthepeasantpaintingindustryand ruraltourismandexpandedculturalinfluence，utisseslikedficulttalentretentionandinsufcientdigitalcoveragein. Thispaperputsforwardsuggestionsincludingimprovingtalentincentives，deepeningdigialaplications，strengtheningbrand building，and optimizing schol-locality cooperation mechanisms，providing a reference for similar regions.
