Abstract：Focusingontheissueofhowfarmersinnewruralareascanachieverapidcitizenization throughcommunity educationunderthebackgroundof high-qualitydevelopmentofcountyurbanization，thispaper，basedonanunderstandingof the currentdevelopmentstatusofcommunityeducationintheoutersuburbsofTianjinanddrawingonthepracticalexperienceof typicalregionsathomeandabroad，putsforwardspecificstrategiesforcontinuouslypromotingcountycommunityeducation services.Thesestrategiesincludeconsolidatingthedistrict（county）-township-vilagethree-levelresourcelinkagesystem; establishingamulti-stakeholdercolaborativemechanismforcountycommunityducation；optimizingresourcealocationtopromote serviceequity；cultivatingcellarorganizationstocreatealearningatmosphere;digingdeepintoindustrialcharacteristicsto empowervocational education;and paying atention to"theelderly andchildren"to asist ruralrevitalization，etc.
