Abstract：Thetransformationanddevelopmentofruralareasinresource-exhaustedregionsisaspecialfocusofChina's ruralrevitalizationconstruction.Newqualityproductiveforcesareadvancedfomsofproductiveforcescharacterizedbyhigh technology，higheficiencyandhighquality，whichareinlinewiththepracticaldemandsofChinasruralrevitalizationstrategy. TianhuyuVillageinJingxingMiningAreaasatypicalvillgeinresourceexhaustedareas，hasintroducedcertainnewproductive forcecompoentsndacevedorespondingacomplishentsuringitsevelopmentproces.However，itstillfacsosrts anddifculties.ThispapertakesTianhuyu VillgeinJingxingMiningAreaastheempiricalresearchobject.Basedonin-depth interviewwithprimary-levelcadres，representativesoftowshipenterprises，vllagersandotherinterviewscombinedwith qualiativeresearchmethods，itsystematicallyanalyzesthevalues，dificultiesandcountermeasuresofnew-qualityproductive forcesempoweringruralrevitaizationinresource-exhaustedareas，withtheaimofprovidingreferenceandinspirationforother resource-exhausted regions to empower rural revitalization with new quality productive forces.
