The Logic and Path of Party Building Leading the High-Quality Development of State-Owned Enterprises

- An Empirical Analysis Based on the Practical Experience of Yanchang Petroleum Sales Company Dong Yahui [Shaanxi Yanchang Petroleum （Group） Co.，Ltd. Sales Company，Xi’ an 710061]

Abstract：In termsoftheinterallogicofPartybuildingleadingthehigh-qualitydevelopmentof state-ownedenterprises，Party buildingisteuiquedvantagndfundamentalguaranteeoftatowdnterprises，ilehigqualityevelopentisteoreqie mentforthedevelopmentofstate-ownedenterprisesinthenewera.Usinghigh-qualityPartybuildingtoleadthedevelopmentofstateownedenterpissisaconcetemafestationofstudingndimplemetingtespiritofteFourthPlenarySesionofteOthCtalCo miteoftheCommunistPartyofChina.Itshouldbeintegratedfromthreedimensions：strategicguidane，refomdriving，andvaluereation.Currently，Partybuilding instate-ownedenterprisesfaces the“symbiosis”problembetweenPartybuildingandbusinessperations， the“last-mile”problemof grasrootsorganizations，the“pathdependence”oftraditionalworkingmodels，andthe“coupling”callnge betweenthe Partysleadershipand modern enterprise systems.Basedonthe practicalexperienceofYanchangPetroleum Sales Company， thispaperexploresthfctiepathofPartyuildingleadingthhighqualitydevelopmentftateowednterprises，namely：strengthe ningpoliticalgudancetocosolidatethfundationofeerprisedevelopment；iovatingorkingodelstopromotequalitydeency improvementinusine；depeninggovernanerefotostiulateintealdevelopentmomentum;improvingtheiskcontrolsteto strengthenthefoundationofsafedevelopment;andstrengtheningculturalguidancetopoolfortsforentrepreneurshipndorkTheinsightsareasflo：dringtotfudamentalpositiongof“gudance”totasfoiicaldvanagsintoateicdatag；t mizingthecoremechanismof“integration”toonvertorgazationaldvantagesintogoveranceeficiency；andstiulatingteinteal driving force of “innovation” to transform traditional advantages into contemporary advantages.
