Abstract：Laosand Chinaarefriendlyneighborsconnectedbymountainsandrivers.Theagricultural exchangesand developmentbetweenthetwocountriesarebecomingincreasinglyclose.Thelivestockindustryhasalwaysbeenanimportantarea oftradeandcoperationbetweenChinaandLaos.Asavocationalundergraduateinstitutionthatcultivateshigh-qualitytechnical andskilledtalentsinthefieldoflivestockandagriculture，howtocultivategraduateswithinnovationandentrepreneurship capabilitiestomeettheneedsofthecross-borderagricultureindustryisanurgentproblemtobesolved.Thispaper，combined withtheresearchandpracticeofruninglivestock-relatedmajorsinrecentyears，concludesthattoimprovetheinovation andentrepreneurshipcapablitiesfstudentsmajoringinlivestock，itisnecesarytobreakthroughthethree-partyaresofthe educationsystem，ransnationalresources，andregioalculture.Bystrengtheningthecross-bordercuriculumsystem，buildinga multi-resourceplatform，andimprovingtheintegrationofregionalculture，athre-dimensionalabilityimprovementsystemof "educationadaptation-resourceintegrationculturalcordination"isconstructed.Onlyinthiswaycancompositetalentswho understandprofessonaltechnologyhaveaninternationalperspectie，andarecapableofinnovationandentrepreneurshipbe cultivated，helpingtheagriculturalcooperaionbetween ChinaandLaostotransformandupgradefrom"project-driven"to "innovation-driven".
