Abstract：ThisstudyfocusesonthepracticesandchallngesofHeze's"BlueBirdPlan"inpromotingthereturnofcollege studentstotheirhometownsforemploymentandentrepreneurship.Resultsfromquestionairesurveysandin-depthinterviews indicatethatalthoughthepolicyhasachievedinitialsuccessinatractingtalentbackandestablishingaserviceccosystem，it stillfacesstructuralbotleneckssuchaselativelylowwillingnesstretuamismathbetweenacademicspecialtiesandloal industryneeds，weak sustainabilityofpolicysupport，andlimitedcareerdevelopmentpathways.Addresingthesechallenges requiresbuildingamultidimensionalempowermentsystem：bydeepening hometownexperienceandmicro-educationinrural revitalization，changingyouthperceptionsofemploymentandenhancingpracticalskill；strengtheningalignmentbetween universitiesandlocaldemandtooptimizetalenttraining;andpromotingmulti-stakeholdercollborationamonggovernment， enterprises，anduniversitiestoimprovefull-cyleentrepreneurialserviesandinstutionalguarantees.Tiswillhelpstablisha virtuousmechanismwheretalentcan"retum，stay，anddevelop，"providingsustainablehumancapitalsupportforrural revitalization.
