Abstract：ImplementingtheRuralRevitalizationStrategyisthegeneralstartingpointfortheworkof"agriculture，ruralareas andfarmers"inthenewera，andtheshortageofhigh-qualitytalentsisthecorebotleneckrestrictingthecomprehensive revitalizationofruralareas.Asthemainfrontforcutiatingtechnicalandskilldtalents，highervocationalcollgeseedto solvethecontradictionbetwensuplyanddemandoftalentsthrough innovationinideologicalandpoliticaleducationmodels. ThispapertakesthehorticulturetechnologymajorofTaishanPolytechnicasaresearchsample，andbasedonthetheoryof primarycauseefectsystematicallydiscusesthesignificance，practicalchalengesandpracticalpathsofthe"first-class ideological and political responsibility system" in empowering rural talents.

《乡村全面振兴规划（2024—2027年）》明确提出，需“大力培养乡村人才，吸引各类人才投身乡村全面振兴"，要"实施乡村振兴人才支持计划，加大乡村本王人才培养，有序引导城市各类专业技术人才下乡服务，全面提高农民综合素质"，而高职院校“首课思政负责制”，正是连接思政育人与人才振兴的关键纽带，在赋能乡村人才振兴中具有重要意义。（剩余6743字）
