涉农企业发展数字生产力的政策优化路径探索

——以陕甘宁革命老区为例

Abstract：Thispaperfocusesonagricultural enterprisesintheShanxi-Gansu-NingxiaRevolutionaryOldAreaasthe researchsubject.GroundedinMarxisttheoryofproductiveforces，itanalyzesthecurrentstatus，challenges，andpolicy optimizationpathwaysfortheirdigitalproductivitydevelopmentfromthreedimensions：technology，actors，andinstitutions.The OldAreahasdevelopedadiversfiedidustrialstructurecenteredondrylandfarmingandspecialtyindustries，achievingcertan resultsthroughtechnologicalempowermentandpolicysupportHowever，itstillfaceschallengessuchasregionaldisparitiesin digitalinfrastructur，isufcientdigitalinvesmentapacityofeterpisesndanunderdeveloedmarketentedmhaisfor datafactors.Thepaperproposesthat，atthetechnologicallevel，adigitalagriculturetechnologylistandasmartagricultural machinerysubsidymechanismshouldbeestablished;attheactorlevel，a"DigitalNewFarmers”trainingprogramshouldbe implementedandleadingenterprisesshouldbeencouragedtodevelopindustrialinternetplatforms；attheinstitutionallevel，a mechanismfordatapropertyrightsandbenefitdistributionshouldbeconstructed，financialrisk-sharingmodelsimprovedanda cross-regional digital economy collaborative development plan formulated.
