Abstract：Highlyurbanizedareasarefacedwiththesquezeofrapidurbanexpansionuponagriculturalandecological spaces.Comprehensivelandconsolidationacrossentireregionsplaysacrucialsupportingroleinresolvingtheurban-rural dichotomyandpromotingintegratedurban-ruraldevelopment.Byanalyzingtheessenceofintegratedurban-ruraldevelopentand itsrelationshipwithcomprehensivelandconsolidation，thispaperidentifiesnewrequirementsforlandconsolidationarisingfrom integrateddevelopment，andproposesaframeworkforcomprehensivelandconsolidationguidedbyintegratedurban-rural developmentprinciples，aimingtoprovideabasisforlandconsolidationandruralrevitaizationinhighlyurbanisedregionssuch asthe Guangdong-Hong Kong-Macao Greater Bay Area.
