“双百行动”背景下高职院校与农村基层党组织结对共建研究

Abstract：UnderthestrategicbackgroundofGuangdongProvince'scomprehensiveadvancementofthe"High-Quality DevelopmentProjectforHundredsofCounties，ThousandsofTownsandTensofThousandsofVilages"，the"HundredSchools LinkingHundredsofCountiestoSupporttheHundredsofThousandsProject"action（abreviatedasthe"DoubleHundred Initiative"）hasbecomeakeymechanismforaddressingurban-ruraldevelopment imbalances.Thisstudyfocusesonthepairing andcollaborationmechanismbetweehighervocationalinstitutionsandruralprimary-levelPartyorganizations.Itbeginsby elaboratingthefourcorevaluesofthe"DoubleHundredIitiative"inchannelingintelectualresourcesfromhighereducation institutionstoruralareasthroughuniversitylocalityparterships：respondingtostrategicrademands，addressingprimarlevel governancechalengesstimulatingorganizationaliovation，andpromotingmutualbenefitsThisprocessnotonlystrengthensthe guidingroleofPartyleadershipbutalsoinjectsnewdynamicsoftechnology，talent，andinformationintoruralareas.Thestudy thenanalyzesthetriplestructuraldilemmas facedbyruralprimary-levelPartyorganizations：weakenedgovermancemomentum， insufcienttalentsuport，andfragileresourcefoundations.Furthermore，thispaperproposesanintegratedfive-pronged implementationpath-"mechanismlinkage，talentco-development，projectdepening，digitalempowerment，andlongterm safeguards"-throughatree-tierorganizationalsystem，customizedempowermenttraining，indepthprojectstargetingindustry governance，andlivelihoods，digitalplatformconstruction，andendogenouspolicysupport，therebyprovidingtheoretical underpinnings for empowering rural revitalization through higher education.
