Abstract "Promoting health" represents the core future direction for the medical and health management sectors. Against this backdrop，centered around theconceptof "proactive health"，this studyanalyzes the curent development status of smart medical services and explores how tertiary general hospitals can enhance their smart service provision capabilities through institutional and mechanism reforms，optimizationof resource allocation，andaddressing developmental shortcomings， leveraging the "Internet + medical" model. The research aims to drive the transformation and upgradingof the health industry，meetthe growing health needsof residents，improve thequalityofhealth services and the level of social health governance，and contribute to the realization of the goal of universal health.
