Abstract ObjectiveTo construct a collaborative referral service model for pediatric pallitive care applicable to Shanghai，providing a reference for the integrated development of pediatric palliative care.MethodsA preliminary draftof "thecolaborativereferralservice model forpediatricpallativecare in Shanghai" was initiallyformulated hrough policyanalysis and semi一structured interviews.Two rounds of expert consultations using the Delphi method were conducted tofinalize the model.ResultsTheeffective responseratesforboth rounds of theexpertconsultation questionnaires were 100% ，with an authority coefficient of 0.857 and Kendal's coefficient of concordance ranging from 0.183 to 0.275（ P<0.01 ）. The collaborative referral service model for pediatric palliative care in Shanghai comprises two modules：service processesand content，and referalsupport，whichare furthersubdivided into12 primaryitemsand 30 secondary items.ConclusionThe colaborative referral service model for pediatric pallative care in Shanghai demonstratesacertain degreeof scientificityand reliability，andcanbeutilized topromotethedevelopmentof pediatric paliative care services in Shanghai.
