Abstract The National Regional Medical Center serves as an experimental field for involving multiple entities in constructing a modernized governance system for healthand welness.Guided by Actor-Network Theory，this study takes Fujian Hospital afiliated with Shanghai Sixth Peoples Hospitalas aspecificcase，withthe municipal government， the exporting hospital，the project hospital，and private economic organizations as thecore actors.Itanalyzes their functional positioning，keytranslational actions，and thedynamic actor-network thatemerges.The study proposes action intervention strategies，including enhancing theleadershipof Partybuildingto stimulate the agencyofhumanactors，focusing on the supportive roleof structural factors to promote efective interactions between human and "non一human" actors，and paying atention tothecore actors and the dynamic changes within the network to conduct researchonoptimizing the construction path.
