Abstract：Inordertopromotethegreen，low-carbontransformation，upgradingandhigh-qualitydevelopmentof Xinjiang's highwaytransporationespeciallytoprovideamethodbasisforacuratelyquantifyingcarbonemissondataduringthedesignnd construction stagesofhighwayinfrastructureconstructionprojects.Thispaperanalyzesthecarbonemissonboundariesandcarbon emisionsourcesduringtheimplementationperiodof highwayengineeringprojects，andusesquotaanalysismethodandeision factormethodtostudyandbuildacarbonemisionacountingmodelAftercaseverification，itensureshighlytargetedenergy conservationandemissionreductionmeasures.Theformationofmeasuresprovidestheoreticalsupportforscientificandacurate accounting ofcarbonemissionsandtheformationofcarbonreductionpathsduringtheimplementationperiodofnewconstruction， reconstruction and expansion projects in Xinjiang.
