An Analysis of Trademark Pledge Financing Development in Henan Province during the 14th Five-Year Plan Period ： Current Status and Challenges in Supporting the Development of a Strong Intellectual Property Province

Abstract： [Purposes] This study examines the development of trademark pledge financing in Henan Province during the 14th Five-Year Plan period，with the objectives of optimizing the financing structure of Henan Province，alleviating the financing constraints of enterprises，facilitating the conversion of trademark resources into financial capital，and supporting the development of a strong intellectual property province.[Methods] This study investigates the relevant policies of trademark pledge financing in China and Henan Province during the 14th Five-Year Plan period，analyzing the characteristics of pledgees， pledgors and pledged trademarks， while identifying the existing challenges and proposing solutions for trademark pledge financing in Henan Province.[Findings] The development of trademark pledge financing in Henan Province is inadequate.Institutionally，serious deficiencies are observed，such as unstable fiscal incentives and subsidy mechanisms ，imperfect assessment system，lack of risk assessment and prevention mechanism.Regarding market conditions，significant challenges exist，including unbalanced regional development，structural shortage of professional talents，and inadequate market recognition and participation.[Conclusions] Henan Province should increase provincial financial incentive funds，optimize the implementation of financial institution evaluation policies，strengthen public awareness campaigns，organize training and regional exchange activities，improve the talent cultivation system， and stimulate endogenous market dynamism to improve the efficiency of trademark pledge financing.
