Abstract: [Purposes] This study investigates the characteristics of urban stormwater surface runof to provide a scientific basis for urban water management,aiming to achieve integrated objectives including water security assurance ,pollution reduction,and sustainable water resource utilization.[Methods] This study analyzes how urbanization and climate variability influence runof generation,as well as the theoretical basis of runoff control technologies.[Findings] Existing technical frameworks demonstrate preliminary effectiveness in runoff pollution control ,yet insufficient to mitigate urban flooding and water quality deterioration risks.[Conclusions] A "Source-Convergence-Process" (SCP) three-dimensional management framework is proposed to integrate technologies and achieve dynamic synergistic effects.Future efforts must prioritize constructing asystematic,intelligent,and eco-friendly integrated stormwater management system to mitigate urban flood risks,reduce runoff pollutant loads,and achieve sustainable utilization of stormwater resources.
