以组织力建设为重点创建高校党建工作标杆院系

摘  要：该文以文献资料法、逻辑归纳法、比较研究等方法，分析加强组织力提升对创建高校党建工作标杆院系建设的价值与意义，就高校党建工作标杆院系创建中组组织力建设的实践路向进行阐述，以更好推进高校基层党组织“示范创建”和“质量创优”。

Abstract： With the method of literature，logical induction and comparative study，this paper analyzes the value and significance of strengthening the organization to build benchmarking institutions of Party construction in colleges and universities，and expounds the practical direction of group organization construction in the establishment of benchmarking institutions of Party construction in colleges and universities，so as to better promote the "demonstration establishment" and "quality excellence" of grassroots party organizations in colleges and universities.

《中共教育部党组关于高校党组织“对标争先”建设计划的实施意见》（教党〔2018〕25号）（以下简称《意见》）的总目标中指出[1]，高校党组织“对标争先”建设计划要“按照新时代党的建设总要求，坚持以政治建设为统领，统筹推进高校党的政治建设、思想建设、组织建设、作风建设、纪律建设，把制度建设贯穿其中，深入推进反腐败斗争，严格对标看齐，勇于改革创新，努力争创先进，有效提升基层党组织组织力，突出政治功能……，为加快一流大学和一流学科建设、实现高等教育内涵式发展、办好人民满意的教育提供坚强的政治保证、思想保证、组织保证”。（剩余7025字）
