AbstractThe comprehensive land consolidation inthe whole region is aspatial governance activity thattakes the teritorial spatialplanningasthebasisand promotestheconsolidationofagriculturalland，constructionland，eological protection and restoration in acoordinated manner within a certain area.Combined with the promotion practice of the pilot project ofcomprehensive land consolidation in Anhui Province，theachievements and keyareas to focus on inthe wholeregionof thisarea were analyzed，andoptimal pathways were proposed.At present，through the implementationof projectssuchas the constructionofhigh standard farmland，the improvement of village supporting facilities，the improvementof woodland，andthe integration of agriculture，cultureandtourism，theoptimizationofland spatiallayout hasbeen realized，the living environment has been improved，theecological environment has been improved，the industrialintegrationanddevelopmenthavebeenpromoted，ndtheresidents’income hasbeen increased.However，in practice，particular attntionmustbepaid to planning guidance，theatractivenessof industrialdevelopment，diversified funding channels，the synergyof pilot projects，and approaches tolandownershipadjustment.Basedonthis，targeted optimization pathways wereput forward，including strengthening the investigation and analysis of basic potential to improve the comprehensive land consolidation planing; combining with the existing resource base，actively exploring incentive measures in termsof land supplyand factor guarantee to enhance the attraction of industries；exploring diversified investmentand financing models in lightof itsown conditions;adopting the mode of“government overall planning and departmental coordination”to establish a co-construction andsharing mechanism；exploring the establishmentofa technical systemfor investigation，evaluation，distributionandregistration of landownership adjustment to improve the measures for land ownershipadjustment.This paper provides a reference for further promoting the comprehensive land consolidation work in the whole region of the study area.
