Research on the Administrative Licensing Model for Special Equipment from an International Comparative and Cross-Sectoral Collaborative Perspective- A Case Study of Licensing for Pressure Special Equipment Manufacturers

Abstract：[Objective]This study focuses on pressure-bearing special equipment to explore existing issues and potential optimizationstrategies in China’scurrentadministrative licensing system，in thecontextof the ongoing“streamlining administration，delegating powers，andimprovingservices”reform.Thegoalistoprovidetheoreticalsupportfordeepening reforminadministrative licensing.[Methods]Acomparative analysis is conductedonadministrative licensing models in bothdeveloped economies （suchas the United States，theEuropean Union，andJapan）anddevelopingcountries （suchas BrazilandPeru）.Thestudysystematicalyreviews diferences inregulatoryandstandardization frameworks，marketacess mechanisms，andregulatoryeficiency.[Results]The analysisreveals thatChina’s licensingsystemexhibits shortcomings intop-leveldesign，timelyregulatoryupdates，andthedynamicadjustmentoflicensingcatalogs.Conclusion]Fromaosssectoral and internationalperspective，itis recommendedtooptimize licensing procedures by learning from global best practices， enhance smart supervision capabilities，and establish a dynamic regulatory updating mechanism to improve the overall efficiency and adaptability of the licensing system.
