Research and Development of an Evaluation Index System for Standardization Technical Sub-Organizations in Emergency Management

Abstract:[Objective]Theestablishmentofstandardization technical organizations inthe fieldof emergencymanagement plays acriticalrole in enhancing standardization governanceand supporting the development of national emergencyesponse capabilities.Theseorganizationsareessential for protecting public safetyand property.However,currentchallenges include unscientificassessmentcriteria,limitedquantifabilityof evaluations,anduncleardevelopment directions.[Methods]This study systematicallyanalyzes thecurrentstatus,constructionneeds,overall framework,anddevelopment trendsrelated to the assessmentand evaluation of standardization technicalsub-organizations inemergency management.[Results]A comprehensiveandsystematicevaluationindexsystemisdeveloped,comprising four primarydimensions:organizational capacity building,routine operation and management,support and assurance mechanisms,and standard promotion and implementation.Eachdimensionisfurtherdetailedthroughsecondaryandtertiaryindicators,withcleardefinitionsand evaluation focuses provided.[Conclusion]Building a robust asessmentindex systemis akey measure forenhancing the performanceand development of technical sub-commitees and working groups.The system offers both theoretical and practical value for guiding the advancement of standardization in emergency management.
