Hete1 General Machinery Research Institute Co.， Ltd.） Abstract： [Objective]Against thebackdropofChina's pursuit ofhigh-levelopening-up，theconcept and implementation pathwaysofstandard-based institutionalopennessremaininsufcientlydefned.[Methods]This studyadoptsaliterature review and current situation analysis to clarify the connotation of standard-based institutionalopenness.[Results] It definestheconnotationofstandard-basedinstitutionalopennes，andidentifieskeytasks，includingreforming thedomestic standardizationsystem and mechanisms，aligning China’s standardization practices with internationally acepted rules，and enhancing standardization governance inkey sectors.Conclusion]Onthis basis，the paperproposes policyrecommendations suchasadvancing theconstructionofanewdual-structuredstandardssystem，activelypromotingtheintegrationofChina's standardizationrules withinternationalnorms，andstrengtheningstandardizationdevelopmentandoversightincriticalareas.
