Research on the Construction of a Standards System for Comprehensive Disaster-reduction Community Establishment

Abstract：[Objective]Asthe“last mile"sindisaster prevention，mitigation，andrelief，communitiesare the mostdirect entities bearing the bruntof disasters and alsorepresent the forefront of disaster response.Against the current global backdropofincreasinglyfrequent extreme disasters，strengthening thestandardized developmentofcomprehensivedisasterreductioncommunities，improving thestandards framework for their establishment，andfurtherenhancing theiremergency response capabilities have become crucial tasks for ensuring sustainable and stable economic and socialdevelopment. [Methods] Drawing from the experienceof the eighth batch of Social Managementand Public Service Standardization Pilot Projects （the Shenzhen Pilot Project for Standardized Constructionof Comprehensive Disaster-reduction Communities），this papersummarizes the current status and chalenges ofthe standardized construction of comprehensive disaster-reduction communities in Shenzhen City.Itexplores the principlesand structuralframework forestablishingastandardizationsystem forconstructing thesecommunities[Results]The studyconstructs suchasystem，and elaboratesonthecontentof its four sub-systems：basicandgeneralstandards，operationalmanagementandservicestandards，srvicesupportstandards，andpost standards.[Conclusion]Tis providesasientificreferenceforstandardizingdisaster prevention，mitigation，andreliefwork in communities.
