Research on the Standardization of the “Commitment System + Standard Area + Full Agency" Integrated Reform

Abstract：[Objective]This paper focuses on the standardizationrequirements arising from the implementationof the "commitment system，standardarea，and fullagency”governmentreform initiatives across various regions in China，and explores a standardized approach to their integrated reform.[Methods] Based on standardized systems engineering and guided by the principle of integration，acomprehensive standards system isconstructed to cover the fullifecycle and entire processof thethreereforms.[Results]The study establishesathree-dimensional frameworkforthe standards system underpinning the integrated reform，and proposes application scenarios and recommendations for its implementation. [Conclusion] Standardizationplaysacrucialrole inadvancingthe integratedreformof the“commitment system + standard area + fullagency"，contributing to the continuousoptimizationofthe businessenvironmentand delivering notablereform outcomes.
