Abstract：Hengyangislocatedinasubtropical monsoonclimatezoneandisanareapronetothunderstorms.Frequent lightningdisastersseriouslythreatenthesafetyofpeople'slivesandpropertyandaffctthecityssocialandeconomic development.Carringoutlighting protectionanddisasterreductionworkinaccordancewiththelawandprotectingthesafetyof people'slivesandpropertyisasacredresponsibilityentrustedbythelawtothemeteorologicaldepartment.Thispaperntroduces thedevelopmentandapplicationofHengyangLightningMonitoringandLightningProtectionManagementInformationSystem （TMLP-MIS），andanalyzesanddiscusesthekeytechnologiesandimplementationmethodsSystematicallbuiltandputinto application，thecomprehensivebenefitsofHengyang'slightningprotectionanddisasterreductioncanbefullutilizdandthe informatization and intensification level of lightning protection technical services can be improved.
