Abstract： Duringthe infrastructure periodof undergroundcoalmines，the working environment is complex，the work pro cesses frequently overlap，andthepersonnel are highly mobile.Unsafe behaviors ofworkers have become thecore cause of safetyaccidents.Precisecontrolofsuch behaviorsiscrucialforensuring safetyduringthe infrastructureperiodofcoal mines.This paper takes theconstructionsituationofacertain mine inInnerMongoliaduring its infrastructureperiodas the research object.Basedonatotal of13O unsafe behaviordata throughout theyear during the infrastructure periodof the mine，theMin-Maxnormalizationmethodwasused toeliminatethedimensionaldiferencesofthedata.Thestabilityofthe sampledataisgood（O.35-0.46），andthecorrelationissignificantlystrong（0.82，P
