Abstract：Fromtheperspectiveofhighereducationgovernance，Party-buildingguidanceprovidesfundamentaldirectionforthere forandnovationofParyuldnginolgsanduiversities.Itstablishsistuioalguarantesforsystematicalladvacingte “DoubleFirst-Class”intiativeandfacliatesecompreensiveimplementationofsoalstoentationinuingsholstrououte entireeducationalandteacingprocess.TakingPartybldingpracticesofCheeoCllegeofMedicinehandongUniversityasanexa ple，thepracicalcallngesfacedymedicalcollgsinPartylingteneraaremainlyanifestedinreaspets：practicale viationsnfunctionalpositioing，coveragegapsinorganzationalonstructionndsystemicdeficienciesinmechanismconsructionTo addressthesechallnges，tefollwingaproacsareproposed：strengtheingpolialguidancetbuildanewducatioalost; promotigistitioaliovatiaoveaetives；dcilisticoloaldliluatitoea uequalityandefectivessndfocusingontwokeyaspectststrengthndevelopntmometu.hesemeasureshavefordaioe ring Party-building model that effctively promotes the high-quality development of medical education.
