建设项目海域使用论证报告编制要点及建议

Abstract：Sea area use demonstration is the core element of sea use approval，and also the "entry point" for sea area management to participate in macro一control. The quality of sea area use demonstration results will directly affect the conclusion of the review and approval of sea use projects by the competent department of natural resources. This paper summarizes the ten key points of the preparation of the demonstration report from the perspective of the demonstration level，on-site investigation，marine investigation，etc.，analyzes the problems existing in the demonstration，and puts forward countermeasures and suggestions，in order to provide reference for standardizing the preparation of the report，improving the quality of the report，and the approval decision of the department in charge of natural resources.
