Analysis of the two- way cyclical mechanism between the ocean governance system and ocean governance effectiveness

Abstract：The ocean possesses its own unique ecosystem integrity and synergistic wholeness， boasting tremendous development potential and spatial agglomeration effects. To clarify the two一way cyclical logic between the marine governance system and governance efficacy，reveal the intrinsic mechanism through which they dynamically adapt to advance sustainable marine development，and address the complex governance demands encompassing marine economic growth，ecological conservation，and rights protection，this study outlines the marine governance system and governance eficacy，including the connotation and composition of the governance system，the relationship between the governance system and efficacy，and the role of governance efficacy. It then summarizes optimized pathways to promote bidirectional cyclical between the marine governance system and governance efficacy. This provides practical guidance for China in refining its modern marine governance institutions，unlocking the spatial agglomeration effects of the ocean，and achieving synergistic advancement of "developing the marine economy" and "protecting the marine ecology".
