Abstract:RuralrevitalizationconstiutesanessntialcomponentofrealizingthegreatrejuvenationoftheChinesention, andbuildingaruralgovernancecommunityrepresentsacrucialpathwaytoenhancerural governanceeficacyandadvancerural revitalization.However，curentefortstoconstructruralgovermancecommunitiesinsomeareasofShaaxiProvinceface chalengesincludingthe"alienation”ofprimary-levelgovernmentfunctions，weakenedcapabilitiesofprimary-levelself governanceorganzatiosandinsuficientpublcparticipation.Toaddresstheseisses，itisnecessrytosrengtenvilgs senseofcommunity，refinetheintegrated"triplegovernance"system(combiningautonomy，ruleoflaw，andvirtue-based governance)，andimprovethegovernancecapacitiesofruralstakeholderstotranslatethesecapacitiesintoefectivegovemance outcomes.
