Implications of Talent Cultivation in International Organizations for Training of International Standardization Talent—Exploration of Paths Based on Promotion of Competency Framework

Abstract:Againstthebackdropof intensifiedcompetitioninglobaltechnologicalstandardsandChina’sgrowingdiscourse powerin international standardization,thispaperexplores thepaths tolearning fromtheadvanced experiencebycomparing competency frameworks betweentalentininternationalorganizationsand standardization talent.The“theory-practice”spiral modelofcultivationininternationalorganizationsrevealstreestrategicmethods:constructingathree-dimensionalcurriculum systemintegrating“technology,ules,andstrategy”,stablishingatieredpracticeplatform,andpromotingcolaboative inovationofpolicies.Itisfoundthatstandardizatiotalentcultivationrequiresatripletansformationofknowledgesis,and systems,tobuildacomprehensivecompetencyframeworkcovering technologicalconversioncapacityrule-makingleadership, andculturaladaptabilitywhichcanmakeabreakthroughinthecurrentdilemmaof“beingstrongintechnicalcapacitybut weakirule-makingcapability".Thetriple transformationisnotonlycrucialforenhancingChina’sinternatioalinfluence inthefieldofstandardization,butalsokeytothebreakthroughinthe“standarddependency”fordeveloping countriesinthe context of restructuring global technological governance systems.
