Abstract：Drivenbytheacceleratedevolutionofglobalclimate governanceandthein-depthadvancementof the“carbon peak，carboneutrality”strategy，metrologicalestingtechologyasafundamentaltoolofthecabongoverancestem， urgently needs to transform from traditional metrology to the carbon measurement paradigm.This paper analyzes the practical challenges faced bythe standardizationof metrological testing technology under thedual carbon goals.On this basis，the paperconstructsathree-dimensional collaborative standardization systemarchitectureof technology， managementanddata，whichcoversbasicstandardclusters，methodstandardclusters，anddatastandardclusters.
