Abstract：CurrentlyemergencybasesinChinaarestillinthenascentstageofdevelopment，lackingnationalstandards， sectoral standardsorstandards system toguidetheirestablishmentand management.Tocomprehensively enhancethe emergency response capabilities，the paper analyzesdomesticand international emergency standards and standards system.Basedonthe current statusand public service functions of emergency base，the paper proposesastandards system framework forintegratedelectricemergencybaseconstruction，coveringtheentireprocessofemergencypublicservices.It providesguidanceforrationalstandardizationschemedesignofintegratedelectricemergencybase，andhelpstoimprove the managementof power base constructionand managementand enhance the overalloperational eficiencyofthe bases.
