Capacity Adaptation and Mechanism Innovation of Provincial and Municipal Standardization Institutions in the Reform of Local Standards Management System

Abstract：This paper discusses the capacity adaptation and mechanism innovationof provincial and municipal standardization technical institutions in thecontext ofthereform oflocal standards management system.Itanalyzes the problems inlocalstandardsandthe impactofreform tasksonthe traditionalbusinessof these institutions，which includes the pressureof clearingout existing standards，the predicamentoffunctional transformation，andthe shortcomings in technicalcapabilities.Throughliteratureresearch，caseanalysis，andothermethods，itispointedoutthatinstitutionsneed toaccuratelyposiionthemselves，chievedieretiatedfunctionalstratification，deeplycuivatelocalcharactristic inthe public welfare sector，andinnovate servicemodels inthe market sector.Meanwhile，they need toupgrade their capabilities，econstructtechicalsupportsystemsthroughssociationstandardsinnovation，whichisdrivenbyindustrial demands，and digital empowerment.Interms of mechanisminnovation，they should establishapre-examination mechanism forproject approvalandaclosed-loop implementation supervision system toachieve ful-cyclemanagement. The researchconclusionis thatprovincial standardization institutions need toadapttoreformrequirements，continuously innovate，and contribute to local economic development and the construction of aunified national market.
