Abstract：Thecultivationofinnovationcapabilityisthecoreofgraduateeducation.Currently，thetrainingofMPA（Master ofPublicAdministration）talentsfacesseverechalenges，inludingweakinterdisciplinaryeducation，alackofdiferentiatedand personalizededucation，adisconectbetweenducationalcontentandpracticalaplication，andclosededucatioalproceses，all ofwhichhindertheenhancementofinovationabilityinMPAstudents.Thedevelopmentofmoderneducational-specificlarge modelsofersanunprecedentednwopportunitytoaddressthesechalenges.Toefectivelypromotethecultivationofinovation abilityinMPAstudents，theuseofeducational-specifclargemodelsisleveragedtoformanopenMPAinteligenteducation ecosystem，establishingahuman-machinecolaborativeinnovationmechanisminMPAeducation.Thiscreatesthetheoretical foundationfordrivingtheinnovationcapabiltycultivationofMPAstudentswitheducational-specificlargemodels.Byconstructing aframework that integrates "educational-specific large models + MPA innovation education，" the intelligent transformation of educationalscenariosisimplementedalongwiththeinovationoftheMPAeducationsystembyembedingartificialintelligence andoptimizingeducationalcontent.ThisprovidesaclearimplementationpathwayforempoweringMPAstudents'inovationability cultivatiothrougheducational-specificlargemodels.Despitethechallngesofashortageofinterdisciplinaryteachersandethical risksassociatedwithlarge modelsinMPAeducation，thiscanbeadresedbyoptimizing theteacher workforcestructureand buildinganethicalreviewmechanism.ResearchindicatesthatthedepempowermentofMPAstudents‘innovationcapabilityby educational-specificlargemodelsefectivelyrespondstothesechallenges，promotestheinovativedevelopmentofMPAeducation， and cultivates high-level innovative talents in public management.
