Research on the Evolution and Characteristics of Campus Tennis Policy -Based on Historical Institutionalism Theory

Abstract:Takingthetextofcampus tennis policyastheresearch object,usingthemethodsofliterature andtextanalysis, andbasedonthetheoryofhistoricalinstitutionalism,thispaper explores theevolutioncharacteristicsofcampus tenis policyindiferentstagesofdevelopment.Accordingtotheresearch,China'scampus tennispolicyhasexperiencedthree stages:"budding period","development booster period"and "intensive improvement period".Thecharacteristicsofits evolutioareas follows:(1)thepolicyguidingideologyhasevolvedfrom"competitionfirst"to "health first";(2)The policygoal isgraduallyshiftingfromprioritizingefciencytohigh-qualitydevelopment;(3)Policychanges from institutional dependence topathdependence.Basedonthis,itisproposed that:(1)topromote thecampus tenis infrastructureconstruction with the "higher level nationalfitness public service system"as the starting point;(2)Builda policy toolbox forcampus tenis events with thepolicyorientationof "tournament leading high-qualitydevelopment"; (3)Using the"policy evaluationsystem"asameans to stimulate the sustainabledevelopmentofvarious stakeholdersof campus tennis policy.
