Research on the Evolution and Characteristics of Campus Tennis Policy -Based on Historical Institutionalism Theory

Abstract：Takingthetextofcampus tennis policyastheresearch object，usingthemethodsofliterature andtextanalysis， andbasedonthetheoryofhistoricalinstitutionalism，thispaper explores theevolutioncharacteristicsofcampus tenis policyindiferentstagesofdevelopment.Accordingtotheresearch，China'scampus tennispolicyhasexperiencedthree stages："budding period"，"development booster period"and "intensive improvement period".Thecharacteristicsofits evolutioareas follows：（1）thepolicyguidingideologyhasevolvedfrom"competitionfirst"to "health first";（2）The policygoal isgraduallyshiftingfromprioritizingefciencytohigh-qualitydevelopment;（3）Policychanges from institutional dependence topathdependence.Basedonthis，itisproposed that：（1）topromote thecampus tenis infrastructureconstruction with the "higher level nationalfitness public service system"as the starting point;（2）Builda policy toolbox forcampus tenis events with thepolicyorientationof "tournament leading high-qualitydevelopment"; （3）Using the"policy evaluationsystem"asameans to stimulate the sustainabledevelopmentofvarious stakeholdersof campus tennis policy.
