The Evolution and Problem Focus of Public Sports Policy Development in Colleges and Universities Since the Founding of new China

Abstract：Inthecontextoftheeraof"buildingasportspower"，thevalueofpublicsportspolicyincoleges and universities inserving students andsatisfying thenational sportsstrategy is becoming increasingly prominent，butthere isamismatch inthesupplyanddemandofpublic sports initsfunction.Basedon this，thisstudyusesthe literature method and mathematical statistics methodto sortoutand analyze the policy textsofcollge sports promulgated since thefoundingofthePeople'sRepublicofChina，andanalyzes thedevelopmentandevolutionofpublicsports policies in colegesand universities sincethefoundingof thePeople'sRepublicofChina.Itis found thatthedevelopmentof public sports policyin Chinesecolegesand universities presents "three stages"，"fourcharacteristics"and "three problems". According tothecontent scope，value orientationand timeprocessof theretrospective policy text，theevolutionof publicsportspolicyincollegesanduniversities isdividedintothree stages，namely：1949-1978：body-centeredphysical education curriculum construction policy，1978-2012： physical health education policycentered on bodyand mind，and 2012-present：sports ideologicalandpoliticalreengineering policycentered oneducation.Inthe evolutionof policy development，fourcharacteristicsaresummarized：first，thepolicyconceptfirmlyestablishes "health"astheprimarytask; second，themainbodyof governmentissancehaschanged from"govermment-led"to"multi-ministry" joint decision-making，andthird，thegoverning bodyhasdeveloped from"single"to"pluralistic"；Fourth，thecontentof policies hasshiftedfrom"fragmentation"to "systematization".Basedonthisanalysis，itisconcludedthattherearethree mainproblemsinthedevelopmentofpublicsportspolicyincollges anduniversities for more than7O years，namely， the imperfect evaluation indexofpublic sports under theguidance ofthe policy，the imperfect working mechanismof relevant subjects intheimplementationofthepolicy，and theuneven hardware facilities invariousplaces inthe implementation of the policy.
