Abstract：Starting fromthe concept of“promoting the high-end，intelligent，and greendevelopment of manufacturingindustry”atthe2OthNationalCongress，thisarticleconstructsanevaluationsystemforthehighqualitydevelopment of urban manufacturingindustryin the Guangdong-Hong Kong-MacaoGreater BayArea from fourdimensions："scaleefficiency，high-end intelligence，innovation empowerment，and greendevelopment". Based ontheanalysis ofthecurrent situationandthe comprehensiveevaluationof entropy method，itis foundthattheregionalindustrial agglomerationdegreeintheGuangdong-Hong Kong-MacaoGreater BayAreais relatively high，and the industrial scale and vitalityare constantly improving.However，there are still prominent problems suchas insufficient sustainable momentum，insufficient regional coordination，theoptimizationof high-end structure，and the need to strengthen independent innovation.Corresponding countermeasuresare proposed forthefour major problems：Firstly，to coordinate the development withthe service industryandopenupanewtrack for manufacturingtowin;Secondly，implementing differentiation strategies based onlocation characteristics to promoteregional coordinated development;Thirdly，structural optimization promotes thehigh-end，intelligent，and green development of the manufacturing industry; Fourthly， strengthen factor support and promote independent innovationlof enterprises through multiple channels.
