Abstract：Chinaandthe United Statesareundergoinga vigorous reformmovement，this paper takes thelawof unity of opposites as the philosophical basis，and analyzes in-depththe speciallaw of reform of the two countries.The United States hasan inescapable paradox ofdevelopment，thatis the profound contradiction betwenscientificand technologicalinnovationand thepolarizationof therichand the poor，thevitality of capitaland the fairness thesociety.Reformersmust respectthe lawof national developmentand makeef fortstopromoteideologica nno de successfully carry out re forms.China et weenthestate-owned economy and nd poor so sustained reforms can only ensure that canmove dynamic quilibrium.The reformers can further deepenreformsinacomprehensive manner recognizingthelaw nationaldevelopmentandpromotingideo logical innovation and cultural reconstruction in anin-depth manner.Therefore，ideological inovation and cultural reconstruction arethe fundamental paths for deepening reformin Chinaand the United States.
