Abstract:In October 2O22，whenoutlining the grand blueprint for building a modernandpowerful socialistcountryinan al-roundwaythe2OthNationalCongressoftheCommunistPartyofChinamadeoverallarangementsforagriculturalandrural residents:inthenextfiveyears,theworkon"agriculture,ruralareasandruralresidents"shouldcomprehensivelypromotrural revitalization,andby2O35Basicallrealizeagriculturalmodernizationandbuildastrongagriculturalcountrybythemidleof thiscentury.Againstthebackdropofruralrevitalization,theresultsofpovertyaleviationhavebeenconsolidatedtoacertain extent,ruralcharacteristicindustrieshvebeengradualloptimizedandupgaded,ruralresidentssnseofappinesandsecrity hasbeencontinuouslyimproved,andthedevelopmentofagriculturalandruralresidentshasmaderemarkableachievements. However，intheprocessofpromotingruralrevitalization，primary-levelideologicalandpoliticaleducationisfacingmultile dificultisuchaseakcombatefectivenessofprimarylevelPartyorganizationsandweakrecogitionofthemasses.Therefore, wemustatachgreatimportancetoandefectivelysolvetheseproblemstoensurethesmoothrealizationofruralrevitalization and the comprehensive development of agricultural and rural residents.
