Abstract：Theimprovementofrural livingenvironmentsisacrucialcomponentoftheRuralRevitalization Strategy.Asa typicallargeagriculturalcounty，HCountyin HenanProvincehasjustcompletedpovertyaleviationwork，soitfacesmany challengesinimprovingthelivingenvironment.Basedonthefuzzy-conflictmodel，thispaperanalyzestheproblemsfacedby CountyH，includingisuficientawarenessofralesidentsparticipation，lackfctifiatiofunds，akpolicyeeiand lackoflong-termsupervisionmechanisms.Italsoputforwardtargetedcountermeasurestostrengthenruralresidents’mainrole andenhancetheirenthusiasmforpartipation；explorediverifiedfundingchannelstoensurefinancialsupportforrectification work；optimizethetaskaloationmechanismforpolicyimplementationtoimproveimplementationefciency；andestablisha long-termsupervisionmechanism toensurethepersistenceofrecificationeffects.Thesepoliciesprovidepracticalguidancefor County H andare of great practical significance for the comprehensive realization of rural revitalization strategic goals.
