Abstract:This paper takes thecoordinated controlof emergency emisionreductionand conventional emissionreduction inheavypolution weatheras thestartingpoint,systematicallyanalyzes theinherentrelationshipandsynergisticefects between thetwo,anddeeplyexplores theproblemsandchallnges inthecurrentcontrolsystem,departmentalcoordination, assessment and evaluation,and technical support. On this basis,the article proposes strategies for constructing a hierarchical control system,improving information sharing mechanisms,optimizingassessmentandevaluationsystems, strengthening technological innovation support.Theaimis topromote the formationofanew comprehensiveairquality management model thatdeeply integratesemergencyemisionreductionandconventional emissionreduction,andprovide theoretical support for improving the scientific and accurate management of heavy pollution weather.
