Research on the Collaborative Control Mechanism of Emergency Emission Reduction and Conventional Emission Reduction in Heavy Pollution Weather

Abstract：This paper takes thecoordinated controlof emergency emisionreductionand conventional emissionreduction inheavypolution weatheras thestartingpoint，systematicallyanalyzes theinherentrelationshipandsynergisticefects between thetwo，anddeeplyexplores theproblemsandchallnges inthecurrentcontrolsystem，departmentalcoordination， assessment and evaluation，and technical support. On this basis，the article proposes strategies for constructing a hierarchical control system，improving information sharing mechanisms，optimizingassessmentandevaluationsystems， strengthening technological innovation support.Theaimis topromote the formationofanew comprehensiveairquality management model thatdeeply integratesemergencyemisionreductionandconventional emissionreduction，andprovide theoretical support for improving the scientific and accurate management of heavy pollution weather.
