Inclusion of Sports Venues as Emergency Shelters for National Public Emergencies ： Foreign Experience and Local Implications

Abstract：The inclusion of sports venues as emergency shelters for public emergencies is an important measure to promote the modemizationof thenational emergency managementsystem and capabilities，and has profound significance for safeguarding people's lives and property safety and maintaining national and social stability.This studyuses the methods of literaturereviewandcaseanalysis toexplaintherefuge，colaboration，integration，andeucational valueof theinclusioof sports venues as emergencyshelters forpublic emergencies.Itanalyzes its foreign experience fromthe perspectives of institutional guarantees，spatialreconstruction，humanisticcare，andresource integration.Basedonthese，the local implicationsareput forwad：Emphasizing the guidanceof policyto clarify the legal status andoperational procedures of sports venues into emergency shelters;Strengthening the dual-use design for disaster relief to enhance the multifunctional transformationresilienceof sports venues intoemergencyshelters;Adhering toputing people'sphysical and mental health at the center to depen the diversified service atributes in emergencyshelter scenarios;And exploring the emergencyhelter value of school sports venues to improve the national emergency shelter network system.
