Abstract：High-qualitydevelopmentof population serves asthecore pilarof Chinese modernization，while thehealth of ll peopleconstitutesa fundamental elementforsustainableeconomic growthandlong-termsocial stability.This study employsresearch methods suchas literaturereview and logicalanalysis to elucidate the logical relationship between sports and health governanceand high-qualitydevelopment of population from both historicalandcontemporaryperspectives. Basedonthe developmentaldemandsof high-qualitypopulation，it analyzes thechallngessportsand health goveranceis faced with：traditional diseaseprevention and control approaches are inadequate for achieving goverancegoalsof highqualitypopulation;delayed integrationofsortsand healthinderscrosdepartmentalsynergisticeffects;andthepublic sil lacks suffcient consensus on sports and health governance.Acordingly，thecauses ofsports and health governance issues can besummarizedas follows：traditional disease preventionand control impedes the development of proactive health governance;“field limitation”hinderscross-departmentalcollaborative health governance;andconventional perceptionof “ physical exercise”obscures the consensus oncomprehensive health promotion.Toachieve the development goal of sports andhealth services serving high-qualtypopulation，the folowing implementation pathwaysareproposed： exploring proactivehealth concepts tocomprehensivelyestablish sportsandhealth governance approaches;advancingcollborative healthto promotecoordinatedco-governance withina framework of state-public governance;andfostering comprehensive health to implement governance activities of sports promoting public health.
