Construction of Indicator System for High-Quality Development of Physical Education in Primary and Secondary Schools in China Based on the CIPP Model

Abstract:Thehigh-qualitydevelopmentofphysicaleducationinChina'sprimaryandsecondaryschoolsisesentialtobuild a strong nation in both education and sports.Thecoresponding indicatorsystem providesclear goals and practical guidelines for enhancing the physical education quality.Guidedbythe new developmentconceptand grounded inthe CIPP model,this studyintegratesliteraturereview,the Delphimethod,theanalytichierarchyprocess(AHP)andlogicalanalysisto systematicalyconstructan indicator systemforthehigh-qualitydevelopmentof physicaleducation inChina'sprimaryand secondary schols and todetermine the weight ofeach indicator level.The indicator systemcomprises four primary indicators of background quality,input qualityprocessqualityandoutcome qualityalong with12 secondaryand57tertiary indicators. The findings reveal that background qualityisroted invalueorientation,input qualityis driven byteachercompetence, processqualityisrealizedthroughcurriculumimplementation,andoutcomequalityisreflectedinstudents’developmnt. Accordingly,itisnecessarytoestablishavalue-orientedgoveranceframework,innovateresourcealocationmodels,efine qualitycontrol mechanisms and developa value-addedevaluationsystemsoasto promote the practical aplicationof the indicator system for high-quality physical education development in China's primary and secondary schools.
