Exploration of the Path to Unified Digital Management of Personnel Archives in Public Institutions

Abstract: [Purposes] Personnel archives in public institutions carry specific content such as establishment nature,work experience,professional title evaluation and appointment,rank promotion,performance assessment,and rewards and punishments.These are closely related to personnel allocation and the fulfillment of public service functions within the institutions.However,the traditional paper-based archive management model can no longer meet modern management needs.This study,considering the particular characteristics of personnel archives in public institutions,explores a digital management path based on a unified management platform,aiming to enhance archive management efficiency and service levels.[Methods] Through literature review,field investigations,and other methods,this study analyzes thecurrent state and challenges of the digital transformation of personnelarchives in public institutions and proposes targeted optimization paths.[Findings] The digital construction of personnel archives in public institutions faces issues including insufficient atention,lack of standardized systems,weak infrastructure,and security management risks.Furthermore,due to the involvement of multi-departmental supervision and the management of specific types of information,these problems are more complex than in other types of organizations.Aunified management platform can effectively integrate resources,standardize processes,and address these key issues.[Conclusions] Advancing the digitization of personnel archives in public institutions requires a focus on their specific characteristics.Measures such as constructinga unified management platform,increasing resource investment, improving infrastructure,and strengthening security protection are essential to enhance management effctiveness.This will provide robust support for personnel decision-making,talent team development,and the improvement of service efficiency in public institutions.
