The operational model， driving mechanism， and response strategy for the redevelopment of inefficient urban land

Abstract：Theredevelopmentofineicienturbanlandistheonlywaytopromotethetransformationofcitiestowardsconotative improvementandhigh-qualitydevelopment.Thispaperdeeplyanalyzesthedefinitionandidentificationstatusofineficiencyland， deeply examines the governance modelsofurbanineficiencylandredevelopmentledbythe goverment，therightsand nterests exchange ofsocialcapital，thesecondary marketacquisitionandrevitalizationofenterprises，andEmpoweringandrevitalizing theorigiallanduserightsholders independently.Itsystematicallanalyzesthedrivingmechanismofurbanineficiencyland redevelopment，andfocusesonproposingtargetedsuggestionsfromaspectssuchasimprovingandperfecting planingsupportpolicies， incomedistributionmechanismsincentivepolicysystems，andcollaborativelikagemechanisms.Tersultssowthat，yfocsingon therbanspatiallyout，projectconstruction，anddevelopentnedsadmigtochievethegoalofsving，utilingdutiling landresources inanefcientmanner，iovatingtheoperationmode，driving echanism，andresponsestrategyofurbaninency landredevelont，sietfiallyplaingandpromotingthevitalatioandutilatioofecyostructonland，plaan importantrole inenhancing theoverallplaningand guaranteeingcapacityofurbanlanduse.Theresearchresultsaimtosolidifythe conceptof“priorutilizationofexistingloweffciency”and exploretheredevelopment modelsand policy mechansmsofinfency landsuitablefornewdevelopment trends，providinganewengineforthe transformationandsustaiabledevelopmentofubanlanduse.
